Purpose and document availability
The Promotion of Access to Information Act provides a process to request company records where its requirements are met. For a private body, access generally requires that a record is needed to exercise or protect a right and is not subject to a lawful refusal ground.
This page publishes the company’s records-access route and relevant statutory guidance. It does not certify completion of a separate section 51 manual. A genuine manual, its inspection arrangements and any public download will be identified here when verified; no substitute or unverified PDF is offered.
Company and Information Officer contact
Dynamic Solvents (Pty) Ltd, registration 2021/480980/07. Legal and PAIA correspondence address: 7 Rossiter Street, Wellington, Western Cape, South Africa. This is a correspondence address; no claim is made here that public inspection is available there without arranging it first.
Our Information Officer is Chijioke Agina, Chief Operating Officer (COO). Address privacy and records-access requests to him through info@dynamicsolvents.co.za or 021 873 9008. The company has designated Chijioke Agina as its Information Officer. COO designation does not by itself identify the statutory head of the body or establish a deputy appointment.
How to use PAIA and available records
The Regulator's Guide on how to use PAIA explains the Act and available assistance. Other language versions are linked from the official PAIA page.
Published service information, the approved company profile, public legal guidance and genuinely published vacancies are available through this website. Other company records may require a formal request and are not automatically public.
Record subjects and categories
Actual company records may concern governance, finance, customer enquiries and agreements, operational movements, employment/recruitment, access/security records and provider arrangements. A request must identify the actual record sought. A section 51 manual must also identify the relevant records available under other legislation.
These categories help identify a request; they are not proof that every record exists or an automatic right to inspect it. Customer shipment files, CVs, private account information and banking records are not public website downloads. Applicable records-law categories and a verified company inventory must be reflected in the separate manual.
Personal information, safeguards and retention
The manual's personal-information summary must describe actual purposes, people/data categories, recipients, planned foreign flows and general safeguards. It must align with the privacy policy and POPIA notice.
The Privacy policy and POPIA notice describe enquirers, applicants and authorised operational contacts, purposes, recipients, safeguards and known foreign-processing regions. They publish the approved retention schedule and legal-hold exceptions. The Information Officer oversees quarterly review and provider/transfer evidence. These policies do not expose credentials or certify an unverified manual or automatic deletion system.
Making a formal request
The official PAIA Form 2 — request for access to a record explains the necessary particulars. Identify yourself, the record, the right you need to exercise or protect and why the record is needed, your preferred form of access, contact details and authority to act for another person where applicable.
Send the request addressed to Chijioke Agina, COO and Information Officer, through info@dynamicsolvents.co.za, or the legal/PAIA correspondence address above. Call 021 873 9008 for assistance. Do not send identity documents unless proportionate verification is requested through an agreed private channel. PAIA Form 2 is different from a POPIA correction/deletion form.
Fees, decision and extensions
Prescribed request/access fees and, where applicable, a deposit may apply. The applicable charge and process must be explained before payment. Current fee and outcome information, including prescribed Form 3, is available from the Information Regulator's PAIA page.
The Act generally provides for a decision as soon as reasonably possible and within the applicable 30-day period, subject to its necessary-particulars and third-party procedures. A lawful extension of up to 30 days must be explained by notice. Lawful refusal or restricted access must identify the basis and available challenge route; this is not a promise that every record is supplied within 30 days.
No response, refusal and remedies
Failure to issue the decision within the applicable period is a deemed refusal under PAIA. You may use the applicable Regulator complaint or court process. For this private company there is no PAIA public-body internal appeal. The current PAIA complaint Form5 and official instructions explain the generally applicable 180-day complaint period and any condonation route. PAIA complaints: PAIAComplaints@inforegulator.org.za; current contact information is on the Regulator contact page.
Availability and updates
This records-access information is available on the website from 3 October 2026. You can contact the Information Officer for an accessible copy or help with a request. A separate verified manual must explain website availability, actual principal-place inspection, copies on request and updates by the authorised company head; these particulars are not certified by this page.
General contact hours are Monday–Saturday, 08:00–17:00 SAST. Contact the Information Officer before arranging inspection. The genuine manual’s version, revision date and verified access options will be published when available.
